I have the honour to submit for

your consideration certain

modifications of the scheme which

in my opinion will lead to its more efficient working.

2. One of the main objects of the scheme was to

build up a Clerical Service for European Officers which

would offer an attractive career to men with the

requisite qualifications, which include an education at

least up to matriculation standard and the moral and

mental qualities which will enable them to carry out the

responsible duties of supervision of Chinese staff and to assist Heads of Departments in giving effect to Government policies.

3. The scheme has been very successful in so far

as it has attracted a number of young men, sons of

Government Servants and of local European residents,

who are showing much promise. For these the salary
