No doubt Sir C. Clementi's recommendation

will come to the Promotions Branch, and it will

be a case, I imagine for the Promotions

Committee.

I have been looking at the entries in the Medical Register about the leading people in the Medical and Sanitary Services of Hong Kong, and it looks very much as if Sir Cecil Clementi

will either have to take someone who is nearly

as old as Dr. Strathairn, or someone who is

extremely young for such a post.

I am inclined

to think that Sir Cecil Clementi's judgment in

this matter is not very good.

I have spoken to Sir C. Clementi. he is

definitely against any one from outside who is

over 45 or so. He says by the time such a man

had got the necessary,local knowledge he would

lack the necessary drive. Our last 2 appointments

from outside were failures.

It is not quite clear to me whether

you wish this to go before the Promotions Committee

now, or whether we are to wait for a definite

recommendation from Sir Cecil Clementi. In the

former case, I am obliged to ask that the matter

should be adjourned until Dr.Stanton's return. He

will be back on the 3rd of November. To my knowledge

he has a strong opinion against the appointment of

Dr.Minett; and I am sorry, but after more than ten

years' acquaintance with that gentleman, off and on,
