Your telegram of 26th July Civil aviation progresses slowly and is not yet ripe for reference to you. It seems more than doubtful whether financial support is
practicable from Canton Macao can afford very little

assistance and it seems probable that Hong Kong would be left to bear practically the whole cost of the subsidy- estimated at dollars 100,000 for the first year and dollars
200,000 spread over the next four years. Will report further
when matter is more advanced.
