(4) Tree meteorological service. After discussion of the
elaborate and expensive arrangements at first
suggested Mr. Vaughan Fowler said he would be content
with the same free meteorological service as is at present given to shipping.

The matter was fully discussed at a meeting of the Executive Council at which Mr. Vaughan Fowler was
present, and was subsequently placed confidentially before
the Finance Committee. The members are in favour of granting the assistance asked for subject to the following conditions:
(a) The Company to be formed to the satisfaction of
Government.
(b) The work done to be in the opinion of Government such
as to justify the subsidy each year.
(c) The conclusion of satisfactory arrangements with the
Chinese Authorities concerned.
Two members of the Finance Committee qualify
their approval by the further proviso that Government
assistance should be conditional on the flotation of the
Company on business lines.

There is one other requirement, viz. that
for a period of five years the proposed Company should have
the sole rights of operating as the official commercial
Aircraft Company fran and to Hong Kong and that the Hong
Kong Government will not support any other Aerial Transport
Company which may operate from and to Hong Kong in any form
unless the proposed Company is unable to carry out its
obligations or extend its services sufficiently fast to
meet the requirements of Hong Kong.
