I am commanded by the Air Council to refer to

kajor General Charles' letter addressed to Air Commodore

Newall of the 29th November (1804/",0,1) regarding a

proposed experimental air mail and passenger service

between Canton and Hong Kong, and to say that they would

suggest that the proposed reply to the General officer

Commanding should be amplified, in addition to the

restrictions proposed by his telegram of November 22nd,

to the affect that (a) no pilots other than British or

Chinese should be allowed to land at Kai Tak, ut all events

so long as 3ervice aircraft are stationed, as they are

at present, on the aerodrome; (b) that the service is

subject to discontinuance at short notice if disturbed

conditions so require; (c) that the conditions as to the

use of the aerodrome and as to the erection of any

buildings, temporary or otherwise, would have to be

specifically approved by the Governor and (d) that it is
