Despatch (No. 5) is somewhat vague, and
the proposals in it are hardly sufficiently exact
for approval by the S. of S. as they stend.
Subject, however, to any observations that the Air
Ministry may have to make, there appears to be no
reason why the S. of S. should not express his
willingness to approve Government assistance in
some form to the proposed Aviation Company.
first thing to do seems to be to find out what the
Air Ministry are doing, and I submit draft for
consideration.
