I have the honour to address you with

regard to the necessity for an increase in the staff

of the Colonial Secretary's Office.

I am satisfied that the work of the Colonial

Secretary's Orice has increased very greatly during

recent years and that there has been an undue strain

on the officers responsible for carrying it out, and

I am convinced that an immediate increase of staff is

necessary, both in fairness to the officers at

present employed and also in order that the work may

be efficiently organised and carried out.

In alition to the officers of Administrative

rank employed in the Secretariat provision is made in

the Estimates for 1928 as follows:-

(a) Under Head No.5, Colonial Secretary's Office
