Similar considerations arise when an alien applies for
the inclusion in the certificate of the name of a minor
child who is abroad. The location of a married man'
family is generally a fair criterion of his intended
residence. Sir William Joynson-Hicks observes that the
Commissioner of Police, Bombay, gives, as the reason for
the refusal of ar. Rode's application in Hongkong in 1925,
the fact that his wife was not resident there.
