Sir,

With reference to your letter of the 23rd August

(No.52835/28) on the subject of alleged discrimination

against United States interests in Hong Kong, I am directed

by the Board of Trade to state that, in their opinion, the

Hong Kong Government by restricting motor licences to

British vehicles are, in effect, imposing a prohibition on

the import of foreign made motor buses. Prohibitions of

this kind for purely economic purposes were condemned by

the World Economic Conference (page 20 of its Report) and

are contrary to the provisions of the International

Convention for the Abolition of Import and Export

Prohibitions and Restrictions signed at Geneva in November

last.

As Mr. Secretary Amery is aware, His Majesty's

Government have consistently opposed the system of
