With reference to your letter of the 3rd October

(No.52835/28) on the subject of the alleged discrimina-

tion against United States interests in Hong-Kong, I am

directed by the Board of Trade to state that there is,

in their view, no analogy between the voluntary purchase

by a Government of all the omnibuses for its service in

the United Kingdom, and the forced purchase by a private

organisation of its omnibuses in the United Kingdom

because the Government refuses to license any foreign

made vehicles.

The case appears to the Board to involve a similar issue to that which arose in the Malay States where the Government sought to place dredging restrictions on the use of foreign dredging machine ry. lir. Amery will recollect the correspondence on this subject under your reference 29007/27 and will be aware that in the Board's

view a refusal on the part of a Government to allow
