With reference to your letter of the 3rd October

(No.52835/28) on the subject of the alleged discrimina-

tion against United States interests in Hong-Kong, I am

directed by the Board of Trade to state that there is,

in their view, no analogy between the voluntary purchase

by a Government of all the omnibuses for its service in

the United aingdon, and the forced purchase by a private

organisation of its omnibuses in the United Kingdom

because the Government refuses to license any foreign

made vehicles.

The case appears to the Board to involve a similar

issue to that which arose in the Malay States where the

Government sought to place dredging restrictions on the

use of foreign dredging machinery. Mr. A ery will

recollect the correspondence on this subject under your

reference 29007/27 and will be aware that in the Board's

view a refusal on the part of a Goverment to allow
