confidenti al reports by the Governor.

Strictly speaking, it is his views we want,

not those of his heads of Departments, though

very

also

it is/convenient that we should have the

latter. it is remarkable that Sir Cecil

Clementi, who served in llong Kong from 1899 to

1913, and has been back since the 1st of

November, 1925, has been unable to form

personal opinions of such a large proportion

of his officers. For instance, here is a

Cadet of 8 years' standing, whom Sir Reginald

Stubbs remembers sufficiently well to be

inclined to ask for him as Assistant Colonial

Jecretary in Jamaica, but the Colonial Secretary

has nothing to add to the last report, and

Sir Cecil Clementi has nothing to add to the

reporting officer's statement. I suppose it would be improper to say so, but it almost

looks to me as if it were a deliberate

intention on the part of the liong Kong

Administration to make the system of annual

confidential reports as meaningless and as valueless as possible. Anyone who glances

through these reports would see what I mean.

In my opinion, the bulk of them are not worth the paper they are written on, and I do not

think it is any use wasting time over them,

with the exception of 3 or 4 of the

professional reports.
