Sir Cecil Clementi has nothing to add to the
reporting officer's statement. I suppose it would be improper to say so, but it almost
looks to me as if it were a deliberate
intention on the part of the liong Kong
Administration to make the system of annual
confidential reports as meaningless and as valueless as possible. Anyone who glances
through these reports would see what I mean.
In my opinion, the bulk of them are not worth the paper they are written on, and I do not
think it is any use wasting time over them,
with the exception of 3 or 4 of the
professional reports.
