With reference to your despatch No.104 of

16th April, 1927, enclosing copy of a letter from the

Admiralty regarding the use of the site at Caroline Hill

as a Naval and Military recreation ground, I have the honour

to inform you that I fully sympathise with the desire of My

Lords Commissioners that adequate recreational facilities

should be afforded for the Services in this Colony, and that

the question of the provision of a United Services Recreation

Ground on the Caroline Hill site has been for some time

under discussion between the Naval Commander-in-Chief (or

the Commodore in his absence), the General Officer Commanding

the War Memorial Committee and myself.

The Caroline Hill site as stated in the

Admiralty letter under reference was originally intended

for the site of a college (the new Queen's College) and was

partially prepared by this Government at a cost of $214,400.

It is estimated that before it could be completed to make a

satisfactory recreation ground a total of over $260,000 would be involved: that is, it would be necessary to expend

at least an additional fifty or sixty thousand dollars on
