ascertain how far short wave communication could
be obtained with the existing gear. Messrs.Kemp and Brailsford to remain in Canton to assist in
adjustting instruments and test the signals.
A temporary service might be instituted if certain
re-arrangements took place and some further
equipment provided. The period required might
be 5 to 8 weeks.
Permanent arrangements to provide an adequate
short wave communication system would be made in accordance with a reciprocal programme for both
the Hong Kong and Canton Stations to be agreed on
by Mr. King and Colonel Fu.
Fac-Simile transmission apparatus to be introduced
as soon as the apparatus could be obtained. The
Hong Kong Administration to obtain particulars
of the system at the earliest date possible. It
was clearly understood that identical apparatus
must be installed by both stations to permit the
use of this method.
The standard system of international accounting
to be introduced initially in respect of Hong Kong
and Canton terminal traffic and then extended to
traffic onwards by cable or radio. The necessity
for placing on deposit in Hong Kong as advance
account in respect of the latter traffic was
explained to the Commissioner who agreed in
principle.
(6) The existing charge of 60 cents per word to be
reduced initially to 20 cents, the share of each Administration to be 10 cents per word, Hong Kong
Currency. The reduced rate to come into force
as soon as the service was sufficiently efficient
to
