With regard to the qualifications which will

be required of the mistresses, as three of them are required

for Kindergarten and three for general form work, it is

desired that three of them should hold the certificate of the

National Froebel Union (Higher) or some other recognised

Kindergarten Certificate. The remaining three should be

capable of taking general form subjects. A University degree

is desirable in their case but not essential. They should

possess a University Teaching Diploma or a Board of Education

certificate, or have had at least 3 years' experience in a

"recognised Secondary School" of good standing.

The development of local schools especially

of King's College renders it necessary to increase the

establishment of British Masters from 32 to 36 in 1929

Estimates. Of the establishment at present authorised 20

are at the moment working in the Colony, 6 are on leave, and

6 vacancies remain to be filled from home. These six vacancies

are temporarily filled by locally-engaged mistresses, but

men are really needed for the work. There should be not less than 30 male British teachers working in the Colony,

at one time; and another six must be allowed for as on leave.

The four additional required to raise the establishment to

36 therefore have been noted as desirable in 1929 Estimates.

The qualifications of the six masters now

being recruited have been stated in Sir Cecil Clementi's

confidential despatches of 3rd February, 1926 and 22nd December, 1926. Briefly, four are required to teach general subjects and two to teach Chemistry and Physics.

Of the four new men now applied for in addition, three are required to teach general subjects and one to teach Chemistry and Physics. Thus of the total of ten, three teachers of Chemistry and Physics and seven of

general subjects are required.
