With reference to my letter of October 19th, I am
directed to enclose a copy of a letter dated October 21st
from Miss Kathleen F. Benington.
Mr. E.Ralphs has been
consulted and agrees that the Committee's recommendation
of Miss Benington may stand, but suggests that if the
Secretary of State should appoint Miss Benington, copies
of the correspondence might be forwarded to the Hong Kong
Education Department.
