I am directed by the Board of Trade to transmit to
you herewith a copy of a letter dated 4th October, with en-
closures, which has been received from Messrs. Stephens on,
Harwood & Tatham, asking certain questions regarding the
position of Shanghai under Section 10 of the Companies Act,
1928.
The second question in Messrs. Stephenson, Harwood
and Tatham's letter has been answered by the Privy Council
office, and in order to enable the Board to reply to the
other questions I am to request that you will be good enough
to move Lord Cushendun, should he see no objection, to cause
the Board to be furnished with the views of the Foreign
Office on the subject.
In this connexion it will be remembered that a
different, but not unrelated, question is at present under
consideration in regard to the desire of certain China com-
panies to be given power to establish branch registers in
this country. (Foreign Office letter of the 4th October,
