I have the honour to acknowledge the
receipt of your telegram of the 25th April,
concerning the recent defalcations in the
Treasury, in which you ask me to send a considered
opinion of the Attorney General, giving reasons
for the statement as to there being no chance of
recovery from the Bank.

I enclose a copy of a report dated
4th March, by Mr. Hazlerigg, Assistant Crown
Solicitor, in whose hands the investigation of
the fraud was placed.
It will be seen that there did not appear
to Mr. Hazlerigg to be any such weight of
evidence in favour of forgery as would be
likely to convince a jury.

I enclose also a copy of a minute by Sir Joseph Kemp, Attorney General, dated 19th
March, in which he gives his reasons for
supporting the view of Mr. Hazlerigg that civil
proceedings
