at that time. I cannot affect to remember the details of what
took place over 3 years ago, but according to routine *r, Chan
would present with the Special warrant a statement shewing
payments made for the first 3 quarters, together with the pay-
sheets for the 4th quarter; the vouchers attached to these
pay sheets being initialled, there was apparently no ground for
suspicion, and I submit that reasonable care was taken.

While no one can regret more deeply than I the
unfortunate defalcations, which have caused me profound distress
I venture to submit that reasonable precautions were taken. The
disclosures made which were the result of information conveyed
to the Director of Education as a confession from Mr. Chon
himself, just after he had absconded shew that only extra-
ordinary precautions would have been effective.

Mr. Chan had been sent to this Department as a trust-
worthy clerk; his father, who died some two years ago, was a
highly-respected elder of Chun sen, and there wa no cause for
suspicion that more then ordinary precautions were necessary.
