I have the honour to refer to Sir Cecil
Clementi's confidential despatch of the 1st ley,
1928, concerning the recent defalcations in the
Treasury and the question of whether civil
proccedings should be instituted with a view to
recovering from the Hong Kong and Shanghai
Banking Corporation the amounts paid out on the
forged cheques.

Some weeks ago Carvalho Yeo who is
believed to be responsible for the frauds was
arrested in Shanghai and proceedings for his
extradition were instituted in the Provisional
Courts in Shanghai at the instance of this
Government, when an application was made on behalf
of the Government of Canton for his extradition
to Canton. This application was granted on the
