the Senior Clerical and Accounting Staff are obtainable
locally from members of His Majesty's Forces stationed
in Hong Kong, especially Non Commissioned Officers with
experience in store-keeping and accounting, who are able
to obtain their discharge in Hong Kong. This source of
recruitment is also to be recommended from a wider point
of view in that it supplies useful work for men who
would otherwise receive their discharge in Great Britain,
many of whom, though willing and competent to undertake
responsible work, would find it very difficult to obtain
employment.
We are also in favour of the continuation of the
scheme of recruitment of probationers for this service from the sons of Europeans resident in the Colony.
