additional expense.
It must on the other hand be remembered that the
expense of housing,
cost of new posts is not confined to the amount spent
on salaries but involves also the
passages, pensions etc.
4. We have indicated that a further increase of
the staff of the Treasury itself is likely to be
required but have advised against any appointments
other than the three recommended until the new posts
have been filled and opportunity has been given to
recast the organisation.
Je would again emphasise the immediate importance of strengthening the Treasury Staff to the extent
suggested.

We would also point out that the more
effective supervision of the accounting arrangements
of other departments rendered possible bythe
strengthening of the Treasury Staff may well lead to
recommendations for the further increase of staff in
other departments beyond those which we have
recommended. The recommendations which we have made
are confined to matters on which, on the merits of
each case, we consider action now required.

RECRUITMENT.

attempt to recruit from home officers of the Senior
Clerical and Accounting Staff on initial salaries of
