on leave of absence. We consider that the officer
selected for this post should be a Cadet Officer of
not less than ten years standing and that, in order to
preserve continuity, he should be retained in the
Treasury.
(ii) A post of Chief Accountant. The officer
to be appointed to this post should be an officer of
financial and accounting experience and training
capable of advising successive Colonial Treasurers.
For this post we suggest as appropriate a salary of
£1,000 rising by annual increments of £25 to £1,200.
Je recommend that the Secretary of State be requested to
appoint an officer on promotion from the Treasury of some other Colony or from the Home Service.
(iii) A post of Assistant Cashier. A junior officer with some accounting experience should be appointed to whom should be delegated some of the routine work including the signing of receipts at present carried out by the Cashier, so that the last named officer may be free to supervise effectively, the collection and bringing to account of revenue. For this post we suggest the salary of Class 3. of the Senior Clerical & Accounting Staff.
2. The Treasurer has represented that if he is to exercise strict supervision over the accounting and financial operations of other Departments, a much greater increase of staff than that proposed above will be necessary. Until, however, proper office
