I have the honour to state that at the last
meeting of the Committee of the Chamber careful consideration was given to the question of the formation of Group Committees suggested as Tabour Advisory Bodies (File Ref. No.1364/26).
The position is now that all British commercial
interests concerned, the Naval and Military Authorities and
the Hong Kong Government are willing to co-operate on the proposed Croup Committees. It appears to the Chamber, however
that there will be little use in calling meetings of the
groups until such times there may be matters requiring
discussion.
The effect of the enquiric thus far prosecuted
has been at least to alumbrate an organisation which can
be brought into operation at few hours notice, should any
situation develop m king action desirable. The Chamber
suggests that the organisation may very well remain in
skeleton form until an emergency arises. Should the Government at any time seek advice on matters regarding
labour, the Chamber will be pleased to take the steps
necessary to obtain this from the Group concerned.
Several firms have pointed out the necessity for
Chinese co-operation in dealing with labour troubles: this

co-operation is probably difficult to obtain or to
utilise for academic discussions, but no doubt it will be
forthcoming in particular instances when it is required.
