Tit reference to your confidential

lespatch of 23rd April 1928, enquiring what the

present nosition in in record to the proposal to

atcblish a Labour Advisory Council in Hong Kong,

end your subsequent confidential despatch of the 29th

August, I have the honour to forward the following

account of measures taken up to the present.

receipt of your confidential despatch of 4th July 1927,
