(d) The Po.Leung Kuk Permanent Board of Direction is also an

honorary institution financed by the Chinese community and has for its object the care of women and children. Many problems that would afford serious difficulty to a regular Government department are satisfactorily settled by this Board, which meets daily in the Po Leung Kuk premises to

consider cases sent for its consideration by the public

and by the Government. In every case the recommendations

of the Board are scrutinised by the Secretary for Chinese

Affairs before being finally adopted. The willing and

friendly co-operation of this Board with the Chinese

Secretariat is of great importance to the Government in

many ways and it is for the Secretary for Chinese Affairs,

who is ex officio chairman, to see that the desired

relation is maintained under unusually delicate conditions. The list of the Po Leung Kuk Committee appears on Page 59

of the Hong Kong Civil Service List for 1927.

(e) The Chinese Public Dispensaries Committee is also an

honorary and self-supporting body, whose purpose is to

accustom the Chinese

-

especially the women and children

to western methods of medicine and hygiene, in order to

avoid alarm when action has to be taken by the Government

in times of epidemic disease. Eight outpatient dispensaries, managed by western-trained Chinese under European medical supervision, are maintained as well as two maternity hospitals, and very effective work has been done

by this institution without friction and to the great

advantage of the Colony in general. The Secretary for

Chinese Affairs is chairman of the Committee and is very

closely associated with all its doings. The list of the

Chinese Public Dispensaries Committee appears on Page 45
