With reference to your enquiries on the
sabject of the proposed loan to the Canton Government
en the security of the two and a half per cent surtax
there appears to be some nacertainty as to tæ nature
of the negotiations wàlen have taken place and even as
to whether negotiations are still contiming. It is
possible that the wasle matter may have fallen into
abeyance, bat in view of the possibility of a renewal of
the negotiations it seeɛs desirable that I should pleoo
before you the political objestions which we see to the
Hongkong and Shanghai Bank's entertaining at tæ present
işkəng
time any such proposal me that contained in the @ngkong
telegram of June 27th, a copy of which you comanisuted
to this department.
From the purely local point of view it would
no doubt help to cement the present frary friendly
relations between ångkong and Canton if the former
sir Newton stabb, 0. 3. B.
