are not called on to take action but Hong Kong

certainly ought to have copy of the corres-

pondence and the 0.A.G. might be told to with-

hold approval in future of any arrangements

for saluting the Nationalist flag until he has

been able to consult His Majesty's Minister to

whose discretion, subject to the general

principles laid down, the matter has been

entrusted.

Copy despatch to Hong Kong, which

should be confidential, should go to Foreign

Office, Admiralty, War Office, Air Ministry,

Home Office, India Office, Board of Trade

Conf. LFF., and copy all correspondence to

Straits Conf.LF. (It will I think be of F.M.S.

interest to them in view of their own problems

as to the K.M.T. flag,)

Copy correspondence might also be

placed on the General Policy file for ready

reference.
