With reference to Sir Gilbert Grindle's letter 52801/28 of 8th
May, enclosing copy of a telegram, dated 24th April, from the
Governor of Hong Kong to the Secretary of State for the Colonies,
relative to the proposed new Ordinance for the Hong Kong and Shanghai Banking Corporation, I am directed by the Board of Trade to say that it appears to them that, in drafting the amendments
proposed in this telegram, it has not been possible to take into
account the suggestions contained in the Treasury letter of 21st.
February, forwarded with a Colonial Office despatch to Hong Kong
on 4th April. Until, after the receipt of this despatch by the
Governor, opportunity has been found for the due consideration of
its contents, the amendments now put forward cannot be regarded
as expressing the final conclusions of the representatives of the
Bank. The second of the three proposals repeats, in a changed
phraseology, the conversion of the charter of the Bank into a
perpetual charter, a course to which some exception was taken in
the correspondence forwarded with the despatch of 4th April.
