I have laid before the Lords Commissioners of
His Majesty's Treasury Mr. Ellis' letter of the 21st
ultimo (52801/28) transmitting a copy of a despatch
with enclosures from the Officer Administering the
Government of Hongkong further relative to the proposed
amendment of the Hongkong and Shanghai Bank Ordinances.
In reply I am to request you to inform
Mr. Secretary Amery that My Lords are in agreement with
the views expressed inthe letter irom the Board of Trade
dated the 30th ultimo, a copy of which was sent to
this Department, and They are now prepared to concur in
the terms of the draft Ordinance as amended, subject to
the following observations.
1. While My Lords offer no objection to the
incorporation of the Bank being made perpetual, it is
