The labourer's portion of the product of the

land he has worked, either to be sold by him direct, or

through the Colonial Government on his account at the current

market price.

Fifth:- besides a free gift to each

immigrant above the age of 18 of a plot of ground to pe

worked by im, which will not exceed one to wo nectareas,

alver he has qualified himself.

Six: permit will be given im to fish in

Seventh:- banking facilities will be given

him for nis savings and remituances oшe.

Eignon: Iree transportation for the

immigrants and his family from Spanish Guinea to the poinu

Irom which he was recruited, unly in case the labourer

should not uesire to renew his contract at the expiration

of same, or should decide to remain in the colony on his

own account.

Nimum:- Free medical accendance and medicines.

for him and his family at the labourers home or at the

Government Hospital, according to circumstances.

I must add that Mr. Mencarini is introduced

to me by his friend, the Consul General for Spain in Manila, and has a very great experience of Chinese matters, having been a Commissioner of Customs in China for nearly forty

years.

I should be very grateful to you to let me know as soon as possible if the conditions offered by the Spanish Government were meeting the approval, in principle,

of the high Authorities of this Colony.
