With reference to my confidential despatch
of 9th November, 1927, on the subject of emigration of
Chinese labourers from this Colony, I have the honour to
enclose for your information a copy of a confidential letter "dated 14th April, 1928, received from His Majesty's Consul-
General at Manila, regarding the visit to this Colony of a
Spanish resident of Manila, Kr. Juan Mencarini, to recruit
immigrant farmers to proceed to Spanish Guinea.

A copy of a letter from the Consul for France
who is in charge of the Spanish Consulate in Hong Kong,
setting out the proposed conditions of service, is enclosed
together with a copy of the letter which Sir C. Clementi
caused to be sent in reply.
3.
I shall be glad to have your instructions
before proceeding further in this matter.
