Addressed to Secretary of State for the Colonies
repeated to Peking No. 26. My telegram of 17th September
Spanish agent reports that in view of coolies awaiting
shipment in Tientsin he is negotiating for purchase of
stemmer to ply under non British flag. Negotiations
nearing completion but will be discontinued in favour of
British charter if permitted.
Urgent reply requested.
