The contractor for Chinese workers for Spanish
Guinea has already engaged two thousand and firds
some difficulty in embarking them on board British
boats owing to authorities in Hong Kong who appear
to have consulted the matter with the Minister for
the Colonies. Although the contractor is willing to
buy a boat and sail under the Spanish flag this would
cause considerable delay and as the matter is very
urgent, it is requested that, should these difficulties
exist, the necessary authority may be obtained from the
competent Department with the utmost possible speed.
