I write with reference to Colonial Oflice
letter No.52799/28 of September 20th to say that
we are sending the Colonial Office officially a
copy of an aide-mémoire left here by a representative
of the Spanish Embassy on September 20th, asking that
the authorities in Hong Kong may be requested to
facilitate the embarkation in British boats of two
thousand Chinese workers for Spanish Guinea.
Our view on this question is that it would be
most undesirable in the present state of our informa-
tion as to conditions in Spanish Guinea that His
Majesty's Government should assume, if they can
avoid it, any positive responsibility for shipping
Chinese labourers thither. As however, these
