With reference to your letter dated the 8th November last concerning the proposed institution by Messrs. Hayashi and Co. of Nagasaki, Japan, of a motor- boat fishing fleet, I beg to state that the above Company suspended their business a few months ago from a certain commercial view-point, and that Mr. M. Kitayama, a Japanese merchant resident in this Colony, has expressed his desire of continuing such fishing business on the entirely same scale as that of Messrs. Hayashi and Co. and for that he plans to have the headquarters of the fishing vessels in the Harbour of Hong Kong.

I have the honour to bring the above to your knowledge, and shall be highly obliged if your Government would be good enough to give a grant, as was given to Messrs. Hayashi and Co. last year, to Mr. M. Kitayama's scheme of having the base of a motor-boat fishing fleet to be instituted in connection with his enterprise in the Port of Hong Kong.
