I am directed to forward for your information

a copy of a memorandum received from the Japanese Acting

Consul-General, Hong Kong, concerning the proposed

institution of a Japanese motor-boat fishing fleet with

headquarters in Hong Kong.

I am to request you to be so good as to

furnish this Government with any information available

concerning Hayashi & Company of Nagasaki, from whom the

plan is stated to originate.
