the concession is a very valuable addition
to superannuation benefits. The gratuity
is not, in ordinary practice, paid to the
estates of officers who die after
retirement, it being considered that the
proper provision for such cases is by
way of affording the officer an opportunity
to elect for a gratuity and reduced pension
in preference to full pension. The method
recommended in paragraph 30 of the Fensions
Report of the Committee on Pensions and
Passage Expenses, 1922-1924, has been very
widely adopted and has been found so
advantageous that in some Colonies the
system is now being made compulsory as
regards future entrants to the service.
8 9. To sum up, I consider that it
would be desirable for Hong Kong to come
into line with the general Colonial
practice as regards the grant of death
gratuities and of gratuities and reduced
pensions;
