points in which the superannuation
benefits in Hong Kong fall short of those
given by the great majority of Colonial
Governments. I allude to the provision of
death gratuity and the grant of facilities
for taking a gratuity and reduced pension.

adoption of the ordinary arrangement
(amon
whereby the gratuity fá year's
pensionable emoluments is payable to the
estate of any pensionable officer who dies
in the service after having been confirmed
in his appointment or (in some cases)
after having completed not less than five
years' pensionable service.
It is an
important feature of this arrangement that
the gratuity is paid to the estate
irrespective of whether the officer actually
leaves dependents, and can be disposed of
