I think it was Mr.Harding's intention
that consideration of the Hong Kong proposals should
had d/an
be deferred until the Col. Govt. had an opportunity of
revising them in the light of the Circular of Jan.14,
1928.
In (2),which has just been attached to
the file, no reference is made to the Circular.
But in a despatch which has just come in (No.353 of
July 17,1928), the duplicate of which is attached,
the Governor states that action is being taken on the
Circular.
It may be that the despatch foreshadowed,
when received, will not deal with the proposals which
have already been put forward, viz:-
30146/27 (1) retirement on maximum pension after
25 years tropical service:
quarters to be pensionable.
30146/27 (2) death gratuity after 10 years' service
30146/27 (3) death gratuity in the case of temp.
officials.
But it would be more satisfactory to defer dealing with
the whole question until the despatch has been received.
