The

Your telegrams of 22nd March and 22nd May. Aberdeen

Water Scheme. Latest estimate of Shingmun scheme is

$3,699,542 which includes $700,000 for harbour pipes and

garden reservoir both of which are in abeyance.

$5,000,000 loan will be fully exhausted by the Shin gnun

scheme and harbour dredging and aerodrome site but only

about $63,000 should be required from surplus balances to

complete these works omitting harbour pipes and garden

reservoir. It is proposed to charge Aberdeen scheme to a

future loan but to finance meanwhile from surplus balances.

Liquid balances for 1928 are $2,000,000 see Governor's des-

patch of 11th April No. 192. It is considered that estimates

for 1928 owing to increased revenue will not show deficit of

more than roughly $1,000,000 possibly less. To $1,000,000

f li quid balances thus left will be added refund of $1,943,621 from loan making roughly $3,000,000 available from which to

finance Aberdeen scheme and completion of aerodrome site

pending raising of further loan. The question of extensive

building on the aerodrome site is not included as it is un-

likely that any large expenditure on these buildings will be

required for some years. In view of urgency of increasing

the water supply request authority by telegraph to lay scheme before the Legislative Council see paragraph 9 of Governor' despatch confidential of 30th January. Suggest discussion
