Aberdeen scheme three years see enclosure to confidential despatch of 30th January 1928. Cost almost certainly underestimated owing to exaggerated claim for resumption which will probably necessitate legal proceedings. Total cost may come to dollars 3,000,000.

Sheklai pui reservoir which is for filtered water has already been found necessary to enable full use to be made of filter(s) and construction has been authorized. Money required to complete first seftion and bring water across the harbour dollars 960,000 i.e. pipe line(s) dollars 260,000 cross harbour pipes dollars/ 300,000. Service reservoir dollars 400,000. These presuppose the adoption of
local methods of laying cross harbour pipes.
Information requested by you (i) estimated additional Hong Kong requirements 1929 to 1932 are 3 million rising to 4 million gallon per day at times of greatest need (ii) Shingmun first section
