With reference to the conference which took

place on the 19th instant at the Colonial Office with the

Governor of Hong Kong, Mr. Ellis and others, regarding the

water supply of Hong Kong.

The question of the connecting pipes across

the Harbour between Victoria and Kowloon was discussed, together

with the possible advantages of substituting tunnelling or

bridge work.

When this contract was first investigated, the

question of crossing the harbour in a pipe subway was

considered, also that of carrying the pipes across a bridge,

but if transport, as now considered, a tunnel would lend itself to future enlargement for vehicular traffic and be

economical

At that time, I had no reference on the

question of subway, but only that of pipes crossing the harbour At the discussion last week, the point was raised as to the economy and practicability of laying the pipes in a tunnel

subway.

This in itself has many advantages, and the question

of future repairs is simplified.
