I have the honour to refer to the Conference which

took place on the 19th September at the Colonial Office

regarding the Hong Kong Water Supply Schemes.

We now enclose a copy of a letter dated 26th

September which we have received from Mr. William Fairley

who was present at the Conference, wherein he refers to the

possibility of constructing a pipe sub-way under the harbour

which would lend itself to future enlargement for

vehicular traffic and might prove an economical method of

bringing water from the main line to the island.

With

regard to this proposal we should perhaps point out that in

the case of a pipe sub-way costly approaches would be

unnecessary.

Further the knowledge obtained in driving a

small tunnel under the harbour to accommodate pipes would

give valuable information as to the probable cost of a vehicular tunnel. Even though the cost of a sub-way

exceeded that of laying pipes in the harbour bed the advantages of facility of inspection, convenience of adding additional pipes or cables and freedom from interruption might be considered to justify the additional cost.
