2. Cn Sir Jccil Chetcuti's

arrival in the Colony in November,

1925, the first section of the

Sing Hun Water Buloto, mich was

to supply bot Kowloon and Hong Kong Islamki, was in course of construction, but the desi_n of the Cross Harlour Pipe Line was under discussion wit. the Jonsulting Angineers of

the Crown Agents.

Sir Cecil was fully alive to the need for increasing the water supply of Hong Kong Island, but for reasons of public policy and because he foresar such expansion in Kowloon as would ultimately roguire the full supply fro: 3hing Mun let Section to be reserved for the
