Possible construction of pipe
subway
It appears that the subway proposed
by Mr. Fairley would cost rather less than the pipe line constructed according to his scheme It is probable, however, that it would take considerably longer and this may be a fatal
objection. The actual boring of the subway
would take 18 months but there would have to be
a considerable amount of preliminary work including geological investigation, and it would probably be getting on for 3 years before it was ready for use. The pipe line is expected to be
available in 18 months.
I think, however, the proposal is of
sufficient value to justify our telegraphing
summary to H.K. for the observations of the local
engineers. When we receive the full memorandum on the pipe line proposals which was promised in No.38, the three possibilities now before us can be compared. It is possible that the best
solution might be to construct the less expensive
pipe line immediately and to press on at the same time with the subway. The likelihood would then
be that the pipe line would only be needed for about a year and it might be worth running the
Cyphoon
risk of only one tornado season. I imagine that
sould fater,
the subway can be enlarged so as eventually to become the vehicular tunnel which Sir C.Clementi
wants. It was generally agreed at the Conference on the 19th of September that such a tunnel would
