I have the honour to express my regret for
the delay which has occurred in replying to your
telegrams of 22nd March and 22nd May on the subject
of the financing of the proposed Aberdeen Water
scheme owing to the necessity for a close
examination of future estimated expenditure.
I now
submit the following observations on the financial
position of the Colony in amplification of my
tologram of 12th June, 1928,

Account.
2. Estimated expenditure on the $5,000,000
Loan Account to 1930.
3. Estimates of Surplus Balances to 31st
December, 1928.
