Sir C.Clementi suggests reference to the
F.C. I do not think there is any possibility of insistence
getting support from them in the way of

dependent for water supply on the New Territories,
and I do not think there will be any use in approaching them as he suggests.
As to the cross-harbour pipe line, it
seems obvious that we must, as Sir C. Clementi
suggests, await Mr. Henderson's report. Meanwhile
we had better telegraph to H.K. as in draft herewith.
We had perhaps better leave the question
of approaching H.K. on the methods of securing an
adequate supply of water in time of war (as to which
see minutes on 52944) until the O.D.C. have
considered the question.
