likes to give his Private Secretary leave,

that is his own affair. We are only

concerned when he wants to pay salary both

to the substantive holder of the post and

an acting man and when Colonial funds are,

therefore, called upon to bear additional

expense.

Mr. Southorn says that he has sent a

copy of this despatch to Sir C. Clementi, and

we can hardly proceed further with considera-

tion until we have the lather's observations.

It might be well to write to him semi-officially

asking him to let us have his observations, and

we might send him copies of Nos.1 and 2 as it

is not clear that he has copies and he may wish

to refer to them. At the same time, as Mr.

Fisher of the Colonial Audit Dept. has been

asked to let us have any observations he wishes

to make, we might also let him have a copy of this despatch as he may be able to say something about the precedents quoted by Mr. Sout horn.

I notice that it is intended that the

Private Secretary shall lose his bonus of £240

a year (see para.4). In this case he will be

actually worse off instead of better off.

minute.
