With reference to Sir F. J. Lugard's despatch
No.113 of 27th April, 1908, and to Lord Elgin's despatch
No.58 of 13th March, 1908, and Lord Crewe's despatch No.115
of 5th June, 1908, I nave the honour to inform you that the Principal Civil Medical Officer has drawn my attention to
the fact that it is now customary everywhere that not only a doctor himself but also that all members of his family should receive free medical treatment whether in their own
homes or in a hospital.

Heretofore, although the etiquette of the
profession has enabled the family of any Goverment Medical Officer to obtain free medical attendance at home, it has never been the rule to allow them free treatment in hospitals and for this concession a request has been made to me.

For
If, as I am informed, it is the general custom in England and in other parts of the Empire that such free treatment is invariably granted, I incline to think it would be desirable to introduce it as a rule in this Colony. so, not only would the practice here come into line with established usage elsewhere, but the concession granted would serve as an added attraction, when it becomes a question of securing suitable recruits for the Colonial Medical Service.
